REVISED DOCUMENT SENDING PROCEDURE TO CPC W.E.F.01.04.2016



            All CBS Sub offices has to send the KYC application form ( Single sheet) to concerned HO only day-to- day basis One official should identify @ HO to scrutinize the all KYC application forms received from Sub offices and if there are any omissions in KYC application forms the same should be return to Sub offices in SO bags for wanting of omissions. If KYC forms are in order, then all the KYC forms of sub offices along with the KYC forms of Head Office should be sent to CPC (CBS) in one cover/bag by registered post on daily basis w.e.f 01.04.2016

            The following points should observe while scrutiny the documents at HO level

·         All AOF forms, KYC documents (ID proof/ Address proof/Age proof) and any other documents submitted by customer should preserve at SOL level only in date-wise A4 size binders.

·         Don’t fold the KYC Application Forms while sending to CPC. Kindly ensure the sufficient size covers for register booking purpose

·         Don’t staple the Photograph on KYC Application Form. Please paste the photograph on KYC application form at space provided.

·         For Joint a/cs don’t use Joint photograph of the customers. Please paste the individual Photographs of the customers against the fields mentioned for Applicant (1) /Applicant (2).

·         Please mention correct CIF id and Account id / Registration number of certificates against the fields provided in the KYC Application Form.

·         If any images (sign & photo) are not clear in Finacle application please send the revised KYC Application Form for re-scanning

·        If any omissions are there in KYC application forms pl return the forms to concerned sub offices for supply of omissions.

Sub: -   Untold sufferings of operative staff consequent up on implementation of CBS and Mc.Camish without increasing the band width – Reg

            Please refer to the letter cited under reference, where in situation at the ground level has been explained to you and time and again the problems faced by the staff are being brought to your kind notice for necessary action at your end. But to my dismay, there is no improvement in the situation at the ground level. I would like to bring the following points for your consideration and necessary action at your end.

1.      The Directorate had issued instructions to increase the band width of the post offices two months back. But since two months it has not been increased and Circle administration had not properly acted to implement the Directorate orders except writing the letters to the concerned.
2.      While migrating to CBS platform, though all the digitised data uploaded to the central server, some of the accounts have not migrated and some of the accounts are partially migrated in the offices. Due to non migration/partial migration of the accounts, further transactions in those accounts could not be allowed. It is time taking process to identify the accounts and the data has to be sent to CPC through proper channel for updating those accounts in CBS platform. Till such time the customer has to wait and he has to bear the default fee if any and he has to lose the interest if any in those accounts.  The customer is suffering without his fault and the counter staffs in the post offices are facing the customer’s wrath and ire without the official’s fault. Therefore I request you to cause to issue instructions to accept those accounts manually in the post offices till updation of the data in the CBS platform.
3.      Further it is requested to waive the default fee on RD deposits, wherever the deposits are not accepted due to non connectivity to the server problem till the problem is resolved by the competent authority. If the waiver of the default fee is not possible, please cause to issue instructions to accept the deposits in manual mode so that the depositor is no need to pay any default fee.
4.      Consequent up on implementation of Mc.Camish, some of the policies are not migrated in the post offices. It will take time to updation of the data in the CPCs i.e. two to three days. The customer is paying default fee if the same is not done within the same month. In such cases, the default fee may be waived as there is no fault of the customer.
5.      Further the permission for acceptance of PLI premium through POS is fixed as 31.03.2016 and it is requested to extend the facility to one more month or till the completion of attending all the issues.

Therefore, I request you to look in to the issues put forth by me above, and do the needful action to resolve the same for smooth functioning of post offices.

            We are expressing our deep concern on the problem faced by the staff, consequent up on implementation of CBS and Mc.Camish in the post office. Time and again we were brought the issues to your kind notice for needy action through letters and emails. But to our dismay, there is no co-operation from the official side to resolve the issues within the reasonable time. Though the Directorate has been issued orders two months back for increasing of band width of post offices, the same is not increased so far. The staff at the counters are suffering like anything besides facing mental agony due to non connectivity to the server. Every day the problem is same but no solution and employees are forced to stay in the office beyond their normal working hours to close the day’s account.

            Therefore, we request you to immediate intervention in to the matter and resolve the issues raised by the unions on the subject immediately. If the problem is not resolved immediately, we have left no other option but to proceed on trade union action to settle the issues.

CBS Business Continuity Plan (BCP) DOCUMENTS
Ø    What is BCP?
BCP is an alternative to accept some transactions from the customers when Finacle Application will not be accessible in all CBS Post Offices. 
Ø    When BCP is to be invoked?
BCP will be invoked through an order issued by F.S. Division of Postal Directorate to CEPT Team to enable special BCP Menus.
Ø    LIST OF transactions which can be accepted during BCP
Following type of transactions can be accepted during BCP:-
(1)   Deposits in Savings Account.
(2)   Deposits in RD Account opened and operated directly (not through MPKBY Agents)
(3)   Deposits in PPF Accounts.
Ø    Procedure for accepting transactions during BCP:-
¨      When mail is received from CEPT Team/Circle SPOC regarding use of BCP, deposit transactions by cash are to be accepted in Savings Accounts, RD Accounts (other than opened by MPKBY Agents) and PPF Accounts standing in the same post office (no Intersol transaction).
¨      On the Deposit Form (Pay-in-Slip), customer should be asked to write his/her mobile number or landline Number and last balance.
¨      While accepting cash, no entry should be made in Passbook but counterfoil of Deposit Form should be given to customer duly date stamped and signed by PA.
¨      Account number and amount deposited should be entered in Excel Format attached with this mail and also given in below.
¨      In the Excel sheet, scheme can be selected either as SB or Rd or PPF. After completion of data entry of transactions, print out of the excel file should be taken.
¨      When Finacle Access is restored or counter hours are over, click on “Generate File” in the excel format.
¨      It will create a .txt file showing scheme type i.e SB or RD or PPF, date in DDMMYY format and total amount of transactions in D/.  
¨      After this step, while browsing in the relevant menu, this file should be uploaded in the relevant menu as shown in the below screen shots.  It is to ensured that only that day's file is uploaded by confirming date and total amount from the file name.
¨      Supervisor has to verify these transactions by using menu HTV.
¨      After verification, these transactions would appear in relevant LOT and consolidation.
¨      Report of success and rejected records can be seen from reports in HPR. If any transaction is rejected during upload, Deposit Slip of that transaction should be kept separately and customer should be contacted over phone (phone number written on the deposit slip).
¨      Cash of these transactions should be kept out of account alongwith vouchers.
¨      As and when customer comes, corrections should be got done in the Deposit Slip and transaction along with cash should be accounted for in Finacle.

            Today on dated 28.03.2016, Com. R.N. Parashar Secretary General NFPE along with Com. D. Theagarajan Secretary General FNPO met with Shri V.B. Sudhakar, Member (Technology) and Shri Ashutosh Tripathi, Member (Personal) and apprised of the worst situation being faced by Postal Staff due to CBS.

            After detailed discussion, the following remedial measures have been declared by the Department.

            In response to your concerns regarding CBS functioning, I am directed to inform the following:

    1. Two to three levels of EOD will be done centrally from CEPT,     Mysuru from 1st April, 2016.

    2. Two additional servers are being provided at the Data Centre     today so that additional load can be absorbed.

    3. The Business Continuity Plan (BCP) has been permitted by the     FS Division from 23.03.2016. This will enable operations to be     done across the counter.

    4. An Emergency Response Team (ERT) has been constituted at  CEPT, Mysuru to deal with outages.

    5. A top to bottom review of the Application is being undertaken     to ensure smooth operations.

        Your co-operation is sought for effective implementation of CBS.

meeting of Secretary Generals of NFPE held with the DDG(P) (Nodal Officer of Department with Pay Commission Implementation Cell) , DDG (Estt) and DDG(SR

 Today on dated 28.03.2016  a meeting of Secretary Generals  of NFPE , FNPO  and BPEF  was held  with the DDG(P) (Nodal Officer  of Department  with Pay Commission Implementation Cell) , DDG (Estt) and DDG(SR)at Dak Bhawan, New Delhi.

            A detailed discussion took place on the demands mentioned in the Memorandum submitted to Secretary (Post) for modification. We emphasized that all demands should be achieved.

             We demanded upgraded pay scales for PA, SA, Postman, Mail Guard, MTS, MMS (All categories), Admn, SBCO, Postal accounts and Civil Wing staff etc.

            Next meeting with Empowered Committee under Chairmanship of Cabinet Secretary will be held on 30.03.2016 at Cabinet Secretariat, Committee Room, Rashtrapati Bhawan, New Delhi.

6% additional instalment of Dearness Allowance

Release of 6% additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 1.1.2016

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise. 

This will benefit about 50 lakh Government employees and 58 lakh pensioners. 

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017).

DISCUSSIONS WITH OUR GENERAL SECRETARY ON FINACLE/MC CAMISH SLOW DOWN ISSUES

Dear Comrades,
Yesterday night, Our Circle Union has apprised the entire episode and discussed in depth on the issues pertaining to Mc Camish/Finacle slow down with our General Secretary /Secretary General, NFPE. He assured to take up this issue with the Secretary Posts and Member Tech by this day, so as to find any immediate solution.  
We have demanded with our General Secretary that, if there is no tangible  solution arrived, "work to rule" may be announced throughout the Country.  
Officials may be directed to close down their jobs/offices after completion of their duty hours (8 hrs) and to leave the office premises without waiting for Finacle access, after handing over the cash to the concerned. They may attend the  pending works ( posting of vouchers in Finacle, giving validation etc.) by next day. 
If there is no access, officials may be directed to keep the "No access" board  at the counters to avoid any confrontation with the  irate public. He agreed to the views of our Circle Union. Let us wait for  his report.

Sub: -   Improper cancellation of CBS migration of  Post offices in the eleventh hour after updation of SB data successfully by the offices-non enhancing of the band width of the post offices -Reg

            At the outset i would like to bring the untold sufferings of the Post office staff due to improper cancellation of CBS schedule given by the competent authority and non enhancing of the band width of the post offices.

            It was intimated by the competent authority that there is a migration of some offices on 21st and 23rd of March 2016 and pre-migration activities. As per the schedule given by the competent authority the work has been carried out by the staff of A.P.Circle in the divisions. But unfortunately it was intimated by the competent authority that the schedule given be them for the dates 21st and 23rd March 2016 has been cancelled on 20.03.2016 i.e after most of the post offices have been successfully uploaded the SB data to the server and they received the message successfully uploaded.

            I bring to your kind notice that this is the fourth time the prescribed schedule has been cancelled for their own reasons i.e vendors’ inefficiency. Staffs working at the post offices have to work throughout the night and for uploading the SB data to the server they have to work 36 hours continuously. But all the efforts made by the staff to migrate the post office to CBS platform are in vein due to inefficiency of the vendor i.e no fault of the official or the department. 

            Though there were clear guidelines for enhancing of band width of the offices wherever necessary, no proper action has been taken by the circle office till date. Due to low band width staff in the post offices are severely facing the public ire. Therefore

            Therefore I request you to please take up the issue with the Directorate and should see that this type of cancellations could not be done in near future so that duplication of work and wastage of man power should be avoided. I request you to cause to issue suitable orders to implement the instructions to increase the band width of the post offices immediately.

Interest Rates on various Small Savings Schemes for the 1st Quarter of 2016-17

Interest Rates on various Small Savings Schemes for the 1st Quarter of 2016-17 notified;. Additional Interest Rate spreads which the Government allows on Small Savings Schemes like PPF, Senior Citizen Savings Scheme, Sukanya Samridhi Scheme and NSC etc. are being continued and included in the rates notified today.

Interest Rates on various Small Savings Schemes for the 1st Quarter of 2016-17 notified;. Additional Interest Rate spreads which the Government allows on Small Savings Schemes like PPF, Senior Citizen SavingsScheme, Sukanya Samridhi Scheme and NSC etc. are being continued and included in the rates notified today.
From the year 2012-13, the interest rates on various Small Savings Schemes (SSS) are recalculated and notified in the month of March every year.  These rates are applicable for the next financial year.  This is being done in line with the recommendations of the Shyamala Gopinath Committee to ensure that the interest rates of Small Savings Schemes are market linked.

Accordingly, as done in the previous years, the interest rates for various Small Savings Schemes were due for recalculation in March 2016.  As notified on 16th February, 2016, instead of annual resetting of interest rates for the next financial year, the interest rates from now on will be reset every quarter based on the G-Sec yields of the previous three months. Consequently, the interest rates for various Small Savings Schemes were recalculated with reference to the G-Sec yields of equivalent maturity for the months December 2015 to February 2016.  Based on this calculation, the interest rates on various Small Savings Schemes for the 1stquarter of 2016-17 have been notified today. The rates of interest on various small savings schemes for the First Quarter of Financial Year 2016-17, on the basis of the interest compounding/payment built-in in the schemes, shall be as under:

  This is a formula driven process. 
Further, as notified earlier, the additional interest rate spreads which the Government allows on Small Savings Schemes like PPF, Senior Citizen Savings Scheme, Sukanya Samridhi Scheme, NSC etc. are being continued.  The additional spread for these Schemes are 25 basis points for PPF, 100 basis points for Senior Citizen Savings Scheme, 75 basis points for Sukanya Samridhi Scheme, 25 basis points for five year time deposit, 25 basis points for National Savings Certificate and 25 basis points for Monthly Income Scheme. These additional interest rate spreads are being continued and are included in the rates notified today.
The quarterly revision of interest rates will ensure that the interest rates under Small Savings Schemes are more dynamically related to the current market rates, thereby enabling the Banks to move their interest rates in line with current money market rates
