GDS file is still with MOF, last week Department replied to all the queries raised by the MOF. It is expected that the MOF may clear the file within fifteen days. Other formalities may take ten to twenty days. We expect that GDS commission report will be implemented either in the last week of September or in the First week of October 2017.

Subject:- Travelling Allowance Rules – Implementation of the Recommendations of the Seventh Central Pay Commission Consequent upon the issuance of this Departments O.M. of even number dated 13.07.2017 regarding implementation of recommendations of 7th CPC on Travelling Allowance (TA).
Various references are being received in this Department seeking clarifications regarding admissibility of Composite Transfer Grant (CTG) and TA/Daily Allowance (DA).

2. The matter has been considered in this Department and with the approval of Competent Authority, it has been decided that admissibility of CTG and Transportation of personal effects on Transfer and Retirement will be regulated as under:-
i. In case, the employee has been transferred prior to 01.07.2017 and has assumed charge prior to 01.07.2017, the employee will be eligible for CTG at pre-revised scale of pay. If the personal effects have been shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.
ii. In case, the employee has been transferred prior to 01.07.2017 and has assumed charge on/after 01.07.2017, the employee will be eligible for CTG at revised scale of pay. As the personal effects would be shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.
iii. In case of retirement, if an employee has retired prior to 01.07.2017, the employee will be eligible for CTG at pre-revised scale of pay. If the personal effects have shifted after 01.07.2017, revised rates for transportation of personal effects will be admissible.

ONE DAY STRIKE 23rd AUGUST-2017
A GRAND SUCCESS
Congratulations and Revolutionary Greetings to all General Secretaries, NFPE Office Bearers, Circle/Divisional and Branch Secretaries of All Unions of NFPE including GDS Union for making One Day Strike on dated 23.08.2017 a Grand Success.
After a long gap NFPE has conducted strike alone and only for settlement of Postal Sectional demands and it is made grand success by our Comrades.
Out of 10 demands, three demands have already been settled by the Department. One demand, Declaration of result of membership Verification has been submitted to Minister (C) by Secretary (P) for approval.
GDS Committee Report: Some queries were raised by the Finance Ministry and reply has been sent by the department. It will be implemented very soon.
On other demands Department has started action.

A GRAND SUCCESS
ON 23.08.2017
FOR SETTLEMENT OF UNDERMENTIONED 10 POINTS CHARTER OF DEMANDS
1. Filling up of all vacant posts in all cadres of Department of Posts i.e. PA, SA, Postmen, Mailguard, Mailmen, MTS, PACO, PASBCO, Postal Accounts and GDS.
2. Implementation of positive recommendations of GDS committee Report. Grant of Civil Servant status to GDS
3. Membership verification of GDS and declaration of result of regular employees membership verification.
4. Stop all types of harassment and victimization in the name of new schemes and technology induction and under contributory negligence factor and Trade Union victimization.
5. Payment of Revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6th& 7th CPC and settle other issues of casual labourers.
6. Stop Privatization, Contractorization and outsourcing.
7. Implement cadre Restructuring for leftout categories i.e. RMS, MMS, PACO, PASBCO, Postmaster Cadre Postal Accounts etc. and accept the modifications suggested by Federation before implementation of cadre restructuring in Postal Group ‘C’.
8. Provision of CGHS facilities to Postal Pensioners also as recommended by 7th CPC.
9. Withdraw NPS (Contributory Pension Scheme). Guarantee 50% of last pay drawn as minimum pension.
10. Implement five days week working for operative staff in the Postal department.
GRAMIN DAK SEVAK ISSUES TAKEN UP BY THE NATIONAL COUNCIL JCM (STAFF-SIDE) IN THE MEETING HELD ON 3rd MAY 2017

The prime issues of Gramin Dak Sevaks were raised by the JCM (Staff-side) Leaders in the National Council Meeting held on 3rd May 2017.
It is a very rare occasion that GDS issues raised in JCM (NC), many times Govt. also not agreed to include in the Minutes for discussion at such level.
With the efforts of Com.M.Krishnan, Secretary General, Confederation the GDS issues have been discussed in the National Council (JCM) meeting this time and minutes also been given along with the issues of all Central Govt Employees, Railways & Defence.

Spectacular Inauguration of 31st NFPE-P3 AIC at Bengaluru!
The 3 days session of 31st AIC of P3 NFPE Union has commenced at Freedom Park in Bengaluru today morning at 10.00 a.m. Flag hoisting, Cultural dances, Song of Karnataka marked the beginning. More than 2500 delegates and visitors thronged the big conference Hall of Freedom Park (the renamed and refurbished old jail of Bangalore). Comrades Tapen Sen (M.P and GS CITU); Shri.A N.Nanda Secretary Department of Posts; Shri.Charles Lobo CPMG Karnataka; Comrades J.Ramamurthy (CHQ President); M.Krishnan (SG Confederation); R.N.Parashar (SG NFPE & P3 GS); Giriraj Singh (President NFPE); C.C.Pillai (Ex-SG NFPE); K.Ragavendran (Ex-SG NFPE & GS AIPRPA); K.V.Sridharan (Ex-GS P3); VAN.Namboodiri (Patron NCCPA); R.Seethalakshmi (Ex-GS P4); and all General Secretaries graced the dais. It is going to be a very important session of this biggest union of Postal Employees as many issues of most vital nature will be deliberated.
