Sub: Guide lines for transfer to regulate transfer of Group ‘C’ officials – Amendments – Reg.
Ref: DPC .FNO.141-141/2013 – SPM-II Dt. 31st July 2018

Respected Sir,
                  Some suggestions are submitted on the Guide lines for transfer to regulate transfers of Group ‘C’ officials issued vide Dte. No. as referred above for your kind and sympathetic consideration.

                  Para 5-1 (i)Present  post tenure of 4 years should not be reduced to three years, because it will create more disturbance for officials and consequently it will adversely affect the postal services also.

          (ii)  The station tenure of 6 years should also not be made applicable on Group ‘C’ officials. In Cities, Departmental Post Offices are more in no and less in rural areas. Therefore more difficulty will arise in adjustment.
                                  
                 Further some bigger cities are having more than one division. How there officials will be accommodated. Eg.- Delhi, Mumbai, Calcutta, Chennai, Hyderabad, Bangalore etc.
                    
                 It is therefore requested to kindly consider sympathetically on these two aspects and take decision favourably so that the Group ‘C’ officials may get relief and Postal Services should also not be affected adversely.

Sir,

 you are well aware about the unprecedented flood havoc and disaster in Kerala. The Calamity has caused immeasurable devastation and untold sufferings to the people of Kerala. Hundreds lives have been lost. Thousands home have been destroyed and many more damaged. The roads have been damaged on large scale. Crops have been destroyed fully. Every section of Kerala is suffering a lot. Our Postal family members are also suffering untold miseries as their houses are destroyed or damaged.

This type of calamity has never been faced by the people of Kerala.

Being a part of civilized society we should also make some efforts to extend help to the people of Kerala.

We have made appeal to entire rank and file of NFPE to extend maximum help by donating in Kerala Chief Ministers Distress Relief Fund.

We would like to urge upon you being Head of the Postal Family,kindly give appeal to all Postal Employees to donate atleast one day salary for the help of people of Kerala.

NJCA MEETING - 18-08-2018

CONFEDERATION, NFPE AND AIDEF INSISTED REVIVAL OF INDEFINITE STRIKE -- AUTHORIZED NJCA CHAIRMAN AND CONVENER (RAILWAY FEDERATIONS  - AIRF & NFIR) TO TAKE FINAL DECISION REGARDING INDEFINITE STRIKE .

NJCA meeting was held on 18-08-2018. Government has ignored the ultimatum given by NJCA  and has not given any cognizance  to NJCA's Resolution  adopted on 03-07-2018 and the letter dated 03-07-2018 addressed to Cabinet Secretary. Government has betrayed NJCA and entire Central Government employees and Pensioners. Therefore, the Representatives of Confederation, NFPE and AIDEF insisted to revive the indefinite strike and start preparations for the strike immediately, as all employees are eagerly waiting for such a decision from NJCA.

Railway Federations (AIRF & NFIR) are yet to take a decision regarding revival of indefinite strike. After discussion it was decided to authorize the Chairman & Convener of NJCA (Railway Federations - AIRF & NFIR)  to take final decision and convey the same to Government and also to all constituent organizations of NJCA.

As NJCA could not take any final decision regarding strike, Confederation shall go ahead with its decision to organize one day nationwide strike on 15th November 2018. In the mean time all Central Trade Unions (other than BMS) and independent Federations (including Confederation) are holding a National Convention at New Delhi on 28th September 2018. If any decision for strike is taken in that convention, the date of the Confederation's strike will be changed to synchronize  with the date(s) of the Central Trade Unions and independent Federations, as already decided in the June 10th Hyderabad National Convention.

Subject: Clarifications regarding House Building Advance - reg.


The undersigned is directed to say that in partial modification to the Ministry of Housing & Urban Affairs OM No. 1.17011/11(4)/2016-H.III dated 09.11.2017 regarding House Building Advance Rules - 2017, the competent authority has approved to modify the provision of para 2(i) in place of the existing provision.


"Constructing a new house on the plot owned by the employee or the employee and the employee's wife/husband jointly with the clear title of the plot"


All the other existing provisions in the said OM of even no. dated 09.11.2017 shall remain same.
