National Federation of Postal Employees endorse the call of Confederation and Central Trade Unions to organize protest demonstration on 23rd September 2020 against anti worker, anti people destructive policies of the government of India.
Please go through the Circulars of Confederation and Central Trade Unions and publicize among all classes of workers and employees to conduct protest demonstrations at all work places during lunch hours on 23rd September-2020 after observing all Covid-19 related norms.

Dear Comrades,
We send herewith the circular letter from the Central Trade Unions dated 9th September 2020, which is self- explanatory. As could be seen there-form, the Central Trade Unions have decided to organise a demonstration on 23rd September, 2020 against the anti worker destructive polices of the Government of India.
Over the very many incidents that have taken place in the country, it appears that the Government has decided to take advantage of the corona Covid 19 pandemic in the country to push through some of the objectionable policies which affects the working class in general and the Central Government employees in particular.
(a) The dearness allowance due from 1.1.2020 to 1.07.2021 has not only been freezed but has been decided to be denied to the employees and pensioners.
(b) The restructuring of the Banking sector reducing the presence of the PSU banks in the country
(c) Closure of defence production establishments
(d) Privatisation of coal mines; air ports;
(e) Privatisation of the oldest governmental establishment of Railways; its production units and maintenance.
(f) Direction giving unfettered powers to the bureaucracy to enforce the provisions of FR 56-J to retrench the services of senior employees;
(g) The enlargement of NPS;
(h) The new recruiting procedures as against the regional recruitment demanded by the employees organisations etc.
Besides all these, the Government has now chosen the two organisations affiliated to the Confederation, i.e. NFPE and ITEF for selected attack. In both the cases, the recognition granted to these federation are sought to be withdrawn on flimsy, untenable grounds. The ITEF apprehends that the new scheme is bound to result in large scale redundancy and consequent retrenchment or redeployment. In the case of NFPE, the re-recognition is stated to be possible only if they amend certain provisions of the constitution of its affiliated Associations. Similarly the Government had been sitting on the proposal of recognition submitted by many unions and Federation of Central Government employees, giving room for the bureaucracy to do whatever they like in administering these departmental organisations.
Apart from the above attacks, the Government has not been responding to innumerable representations the Confederation had been making in respect of providing treatment to the Central Government employees who are afflicted with the deadly virus corona covid 19. While the private hospitals are allowed to charge exorbitantly the government reimburses only a paltry amount to these unfortunate employees.
It is, therefore, highly necessary that we form part of the struggle of the working people in the country against these policies. We request all affiliates, cocs, and State Committees to take steps to ensure the maximum participation of the members in the programme slated for 23rd September, 2020. The affiliates may kindly prepare pamphlets encompassing all the above issues and enlisting the specific matters concerning their organisation and members. The State Committees may please prepare leaflets in vernacular and try to reach out as many members as possible.

IMPLEMENTATION OF RULE - 56(j) & 48(h)
Today I am putting a very surprising fact.
Yesterday I was on the way to Lucknow. Somebody from Lok Sabha TV called me and requested to take part in debate at 8.30 pm on implementation of rule 56(j) & 48(h) for pre mature retirement. I agreed.
After this he asked how Government Employees are taking it.I said that Governments Employees are not happy with this. Then he asked whether you will oppose this? I said of course we will oppose and protest against this. Then he told me that you should not fully oppose it in debate. I told I will oppose it fully. Then again he asked that some employees will be happy, than I asked him how an employee whose service is being snatched before completion, how he will be happy?
After that I was dropped from debate.
Now it shows that Government through media want to make an environment by telling so many advantages of premature retirement as I was told that there will be some officers from DOPT and some economists and some experts in debate.
Now all Central government employees should understand the meaning of it. Because Prime Minister gave slogan "Minimum Government Maximum Governess ". Many of us thought that he will make his Cabinet as minimum but that is not so. So he will minimise the no of Govt. Deptts and govt. employees.
So please get ready to face this.
In our govt. employees, there are so many blind supporters of this Government. But they should think very clearly that when this rule will be applied at that time no certificate will be seen by higher officers of the Deptt where you serve.
Last week I met a big leader of ruling party; during discussion he expressed his displeasure over frequent increase of salaries by way of setting of so many Pay Commissions under pressure of Unions. He told that many State Governments are feeling difficulty in payment of salary and pension of govt. employees and Pensioners. Central Government is also in financial hard ship. I was surprised to hear such things from him.
After one week such orders have come from DOPT.
We as Confederation and NFPE will fight against it but participation of employees also very much required to resist and stop such onslaughts.

The Consumer Price Index for Industrial Workers, according to a press release issued by the Labor Bureau, increased by 2 points and pegged at 330
Now there is an average of 12 months of AICPIN available for calculating the DA from January 2020.
As per the approved Dearness Allowance rate calculation formula, the DA will be increased by 4 per cent from January 1st, 2020.For impact from 1.1.2020, the DA rate will increase from the current 17 per cent to 21 per cent. For this DA hike the Central Government must grant its approval. In the second week of March 2020, the Union cabinet must approve the plan to increase DA from 1 January 2020
The Ministry of Finance will subsequently issue an order for payment DA to central government employees and DR to pensioners with effect from 1.1.2020
It appears that AICPIN does not have anything to do with the January 2020 rate DA. But it will provide momentum to the July 2020 Expected DA to reach a level that will affect DA indexed Allowances.
The All-India CPI-IW for December 2019 increased by 2 points and pegged at 330 (three hundred and thirty)
