Sub: Issue of clarificatory instructions on Station Tenure.

Ref:- Directorate No. 141-141/2013-SPB II dated 17.1.2019.

            Your kind attention is invited towards this union letter No. even dated 26.02.2019, under which we had requested to restore 4 years tenure  period and the condition of  station tenure for 6 years should not be applied for non-gazetted Group-C officials as it is not practically feasible also. 

            In majority cases majority of staff is working in one city or urban area. In comparison to that less officials are working in rural areas. If on the basis of station tenure all are transferred,  it will be very difficult to accommodate all of them.

            Though in Para VIII  for rotational transfer guide lines issued under Dte. Letter No. 141-141/20/3-SPB-II dated 31.07.2018, it is clearly mentioned “that the officials belonging to various cadres are waiting since long for their posting to particular stations and it has not been found possible to accede to their request for one reason or other, such pending requests for transfer may be acceded to in really deserving cases by transferring out officials having longest stay in such stations.”

            If the spirit of this para if followed in true sense at lower level, there will be no problem. But the officers at lower level i.e. Divisional level are making preparations to transfer the officials enbloc who have completed 6 years at a particular station. This large scale transfer of officials will create so many problems administratively also  including huge expenditure on TA.

            It is therefore, requested to kindly cause necessary clarification on this subject and issue orders to all concerned to follow the spirit of para VIII of Dte. Letter No. 141-141/2013-SPB-II dated 31.07.2018 in true sense so that the large scale dislocation may be avoided and all employees should not be put in unnecessary trouble.

An early action is highly solicited.
