Sub:   Regarding opening of Post Offices (HOs) on 13.11.2016 (Sunday)  & 14.11.2016 (Holiday) for the exchange of WOS bank notes and other S B transactions.

Dear Comrade,
This has kind reference to this Union’s letter No. UN-BN/AIPEU-Gr.-C/04 -11/2016, dated 11.11.2016 on the above subject.

We regret that we are not yet responded on such alarming issue while our staff members are struggling with worriers and anxieties since no guideline is being issued in this connection except compelling the employees to open the offices and perform POSB works on Sundays and holidays. While issuing the order for opening of Post Offices on 13.11.2016, the business hours even had not been fixed initially which was subsequently informed to work till 20.00 hours.

The orders are simply forwarded to the grass root level from the Directorate. No specific instructions are issued either for any compensation or suitable off for the staff members deployed during such crisis.  The local administration is quite silent on the issue since nothing has been specified by the Directorate.  While the employees of other financial institutions engaged in these works are sufficiently equipped and  paid in addition to provision of lunch, snacks and dinner, the poor postal employees are working from dawn to dusk without adequate equipments like fake-note detectors and manpower sacrificing their Sundays / holidays, social / family life  on one hand and gladly accepting the abuses and irritations of the members of public  standing in long queues for exchange and deposits of WOS banknotes on the other. Secondly, the financial power of the SPMs / Postmasters need no explanation for making their own arrangements for allowing the employees  to work comfortably. Inadequate supply of currency notes below Rs.100/- denominations to Post Offices is also adding salt to the injury.

We are reproducing the orders (eMails) issued on 13.11.2016 for opening of the post offices on 14.11.2016. The Directorate only confirmed on 13.11.2016 at 17.31 hours for opening of the Post Offices on 14.11.2016 which was forwarded by Circle Office, Bhubaneswar at 17.39 hours and Divisional Office, Bhubaneswar at 18.36 hours.  Since it was not declared earlier and employees had planned earlier for celebration of Kartik Poornima and Guru Parab as usual, it became very difficult for the head of each office to make necessary arrangements for the day. The SPMs of single / double-handed post offices always denied even for availing Casual Leave due to failure in timely arrangement became the worst sufferers being deprived of discharging their social responsibilities. 

The only question arises that if any mishap happens overnight due to excessive parking of WOS banknotes in post offices for failure to remove or detection of forged notes due to lack of Currency Verifier, then the fate of these poor postal employees will be jeopardized in accordance with the existing rules in force. Authorized Cash Balance and line-limit will be the deciding factors.   Nothing will be considered at that time viz., lack of manpower, non-availability of Cash Van/Currency Verifier/watchman/gun-man/security guards and other allied extenuating factors confronted by the postal employees. 

We know the problem is short-lived. But, while the entirety of postal employees are proudly contributing to the current move of our Hon’ble Prime Minister, their plights need to be reciprocated with adequate provision required for such contingency. 

Hope, you will immediately take up the issue at appropriate level for finding out a feasible solution to this crisis so that  the employees can work comfortably without risk.

You are also requested to  update the responses  for information of the staff members.

Tomorrow I am going to Directorate to discuss all these issues and will try to get some orders issued to give some relief to staff.
