Letter to The Chf.Postmaster General on staff problems on cash exange

Sub: -   Exchange of Withdrawn Old Series bank notes-Problems arise out of exchange of WOS notes across the post office counters-Reg
Ref: -   Directorate Lr.No.116-11/2016-SB dated 09.11.2016

            Directorate vide order cited above, issued instructions to all the offices about the procedure to be followed to exchange Withdrawn Old Series bank notes and their deposits in to POSB accounts. Further in continuation of the above orders it is also intimated through mail that “IT IS TO CAUTION EVERY POST OFFICE THAT " BETWEEN 10.11.2016 TO 24.11.2016 ONLY RS.4000/- CAN BE EXCHANGED BY A PERSON AT YOUR RESPECTIVE OFFICES. NECESSARY STEPS MAY BE TAKEN TO TRACE THE DEPOSITORS/ EXCHANGERS AND AVOID MULTIPLE EXCHANGE TRANSACTIONS BY THE INDIVIDUALS BY MAINTAINING THE RECORD OF KYCs SUBMITTED BY THEM”.

            It is to submit that in the heavy crowd at the counters is it literally not possible to check and avoid multiple exchange transactions of an individual by the counter staff without any assistance of software or technical guidance/solution. It is highly impossible to check and avoid multiple exchange transactions of an individual by the counter staff while exchange of WOS bank notes. The record of KYCs submitted by the customers can be maintained by the post office staff. It is brought to your kind notice that most of the post offices are heavily crowded and all of them are covered with police protection. Despite providing of police protection at the post offices, at some post offices un towards incidents have been taken place due to heavy rush and long queues

Further it is to submit that some of the divisions issued instructions to maintain data in excel sheet and by using find option you can find the multiple transactions on a single name. But it is to submit that there is a possibility of getting one person once with adhar card and another with driving licence, voter id card or passport etc. In those events it is not possible to check the multiple transactions on a single name. It is also submit that by using find option in excel sheet we can find the list of entries with that particular name only. There is a possibility of persons having the same name or with the same surname also. More over in a crowded situation how can a counter clerk check all these exceptions. It is not  practically possible to check at the time of exchange.
It is further to submit that the bankers are not accepting the Postal remittances and also not supplying the required cash indent. At the same time the postal officials are also facing problem in counting the heavy cash and checking the fack notes.

            Therefore keeping in view of the circumstances explained above, it is requested to look in to the matter and do the needful and not to axe the postal staff for discharging their duties genuinely and honestly as the above checking is practically not possible by them. It may also please be ensured to supply the cash counting mechines and Fack note detectors to safe gaurd the staff.

            An early action in this regard is highly solicited.
