Respected Sir,
Sub:  Non settlement of problems arising due to introduction of CBS & Mc. Camish soft 
          wares in POs  -regarding.
          We have already brought to the notice of  Chief Postmaster General the problems which
 are being faced by staff in the Circle after implementation of CBS& Mc.Camish  softwares 
which are not working to the tune of the work in POs.
            In spite of several requests till date no action has been  initiated by the administration
 to solve the problems. In this background we are left with no other alternative except to
 take decision to resort to trade union action.
            As such the following programme of action was decided.
     1)  On 12-4-2016 Mass Dharna  at  all Divisional offices.
     2)   On 22-4-2016 Mass Dharna  at Chief Postmaster General office.
            If the problems are not settled by that date further course of action will be decided 
on 22-4-  2016.
            As such Chief Postmaster General is requested to take appropriated steps to settle the   
             problems.

Centre Notifies Hike In Dearness Allowance To 125 % For Central Government Employees

Centre notifies hike in dearness allowance to 125 % for Central Government Employees

Centre on Thursday notified its decision to raise dearness allowance (DA) to 125 per cent from 119 per cent, benefiting its 48 lakh central government employees and 52 lakh pensioners.

The union cabinet had decided on March 23, to release an additional instalment of DA and dearness relief (DR) to pensioners with effect from 1 January 2016. Thus, the central government employees as well as pensioners are entitled for DA/DR at the rate of 125% of the basic with effect from 1 January 2016.

“…the President is pleased to decide that DA payable to central government employees shall be enhanced from existing rate of 119% to 125% with effect from 1 January 2016,” a finance ministry’s office order said.

According to the today’s Office Memorandum No.1/1/2016-E-II (B), the additional installment of DA payable under this order shall be paid in cash to all central government employees.

In regard to armed forces personnel and railway employees, separate orders will be issued by the ministry of defence and ministry of railways, it said.


The government has estimated that the combined impact on exchequer on account of both DA and DR would be Rs 14,724.74 crore per annum.


The burden on exchequer would be Rs 6,795.5 core towards central government employees and Rs 7,929.24 crore towards pensioners during 2016-17.


The Centre revised DA twice in a year on the basis of one year average of retail inflation for industrial workers as per the accepted formula.

Earlier in September last year, DA was increased to 119 percent from 113 percent which was effective from July 1, 2015.

In April last year, the government had hiked DA by 6 percentage points to 113 percent of their basic pay with effect from January 1, 2015.

The increase in DA is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

However, the central government is going to start the 7th Pay Commission award in July, which will be effective from January 2016

Directly stepping into the cyber world, India post is going to launch its own 
e-commerce portal in the shape of those like Amazon or eBay soon. The 
aggressive step of India Post, world's largest postal service, is a part of its
 massive IT based modernization initiative worth Rs 5,000 crore.

"At planning and designing phase now, the final rollover of the dedicated 
postal e-commerce portal may take another 6 months. But we are excited 
about this new avatar in our service basket," Mr. John Samuel, member of
 Postal Services Board told ET.

As he describes, the portal will be like popular e-commerce entities like 
Amazon or eBay. A conduit between buyers and sellers. But, it is not going to be
 entirely open for any item to be traded by anyone. Rather a moderated and 
scrutinized list will be followed. Local specialties like Tea from Darjeeling, Mango
 from Malda in West Bengal or Saffron BSE -4.86%  from Kashmir will have emphasize
 in that.

India Post is Tying up with different controlling authorities like Spices Board,
 Tea Board, or cashew Board to ensure 'quality trading of quality items only'- 
as Mr. Samuel puts it.

In addition to the physical products, services of different public sector are 
also being planned to be included into the tradable items of the portal.

"Wide and fast growing coverage of Internet through computer and mobile 
phones are bringing more and more people from even remote corners to 
the doorsteps of e-commerce. There lies our new opportunity. Moreover 
delivery of the items is a major issue for all e-commerce authorities. 
Here also India post excel's with its 1.5 lakh establishments and time 
tested connectivity network," he said.

                                With reference to the SSPOs, Chittoor letter dated it is submitted that this Union has requested not to conduct Change of management training on  13.03.2016 and 20.03.2016 which are Sundays. Directorate also ordered not to conduct training and melas on Sundays and holidays vide letter no…..If it  is  not possible C off may kindly be granted.
                                In reply,  SSPOs, Chittoor has made the following orders. “ C off to the extent of time engaged in training may be given on application”
                             In this connection it is submitted that the above orders did not communicated to the leave sanctioning authorities so far. Hence it is requested  to kindly communicate the above orders to the leave sanctioning authorities

Letter to SSPOs, Chittoor Division on nonpayment of Salary-reg

Respected Sir,
                                Sub:- Nonpayment of salary/pension for the month of March 2016-reg.
                                It is came to the notice of this union that salary for the month of March 2016 has been not paid till today to the officials/pensioners whose salary/pension  is being paid through  POSB accounts at Chittoor HO and its Sub Offices. As per existing rules it is mandatory to effect  payment of salaries/pensions on the last date of the month and in the month of March payments will be made on 1st of April.
                                But unfortunately salary for the month of March 2016 not paid till 4th April 2016.  When enquired about the same with the Postmaster, Chittoor HO, he told that HSA is not available and HSA has been directed to Bangarupalem as per DO, Chittoor Orders. Hence  kindly  instruct the HSA to upload the  salary/ pension  for the month of March 2016 immediately.

CBS ISSUES

1.The main base for the non accessibility of the Finacle server, is either with the Main server capacity or the programming done by the Infosys.  Band-with alone is not the reason for the slowness in Finacle.  So,server as in Railways has to be installed.  If necessary post offices across the country may be divided into four zones and one server for each zone with inter accessibility may be installed.  The band with for single handed and other S.Os should be increased.

2.If for any reason, the Finacle is down, the tendency of the administration to instruct the officials to perform the work in one way or other should be stopped immediately.  For example, the instruction issued to accept the transaction under BCP scheme as Finacle is down is irrational.  The entering all the account numbers in Excel sheet is cumbersome as all the accounts are having 10 digits which leads to chances for misquotation with serious consequences.  If server is down, the practice followed at Nationalized Banks has to be followed at Post Offices also and the CBS operations should be stopped till the Finacle is up.

3.For the last three weeks, in order to improve the accessibility of the Server, various Menus for printing like Pass Book printing, Certificate Printing has been disabled which leads to more pressure on the staffas all the printing work is accumulating and to be done when Finacle is up.  Besides, CC Bridge and CC returns cannot be performed now.

4.The practice of taking back dated reports from MIS server is ridiculous as on most of the days the MIS server is down.  It should be set right. Besides asking various reports by the higher offices should be dispensed with and necessary option may be provided to them to access the details required as all the works are performed in Finacle and reports can be viewed by the officers well.

5.In SSA, total deposit in a Financial year should not exceed Rs.150000/- but there is no provision to stop any excess deposit in any single account.  The official as well as the public suffers due to excess deposit in SSA account.  Mechanism to disallow any excess deposit above the limit should be provided.

6.      For Cash Certificates, either the present system of  Certificates with specified denomination has to be dispensed with as in banks for Fixed Deposit or Higher denomination up to Rs.100000/- to be introduced for all Post Offices as printing of cash certificates consumes much time.

7.     The supervisors should be given option to reconcile the errors committed by the clerks at counter while making deposit entry with reverse option as in PPF deposits. 

8.In RD accounts Pre Mature closure is not allowed if any advance deposits is made, till the lapse of the period up to which advance deposits has been made by the depositor. It denies the right of the depositor to close the account prematurely.  Provision may be made to close the accounts with advance deposits with provision to recover the rebate given for the advance deposits.ed
